Attorney Raymond A. Foss

Attorney Raymond A. Foss
I opened my solo practice in 2006, focusing in family law matters.

My practice focuses on families and their children, principally in family law matters.  Those who are least able to advocate for themselves, especially children, need dedicated people to fight for their rights.  My goal as an attorney is to serve children’s legal needs and the needs of their parents.  I will be your champion in the District, Probate, Family Division of Superior Courts of our State.

After graduating from Stevens High School in Claremont and the University of New Hampshire in Durham, I worked for twenty years as a grants administrator and cost accountant for the University of New Hampshire before starting law school in 2001. I had become involved in first the Budget Committee and then the School Board in Barrington, NH. That led me to seek a law degree and a change in careers.

I earned a Master of Education Law degree along with my Juris Doctor at Franklin Pierce Law Center in Concord, graduating with honors in the top 10% of my class.  I have supplemented that with training on the Individuals with Disabilities Education Act (IDEA) training offered through the Disabilities Rights Center and I have completed the training required to become certified as a Guardian Ad Litem in NH Superior Court, Probate Court, District Court, and Family Division Courts.

While in law school, I conducted legislative history research in the Marion v. Pemi-Baker case in 2003, which now ensures greater legal rights to parents in New Hampshire, enabling them to be parties in IDEA cases in the US District Court. That became US law when the Supreme Court affirmed its holding in 2006.  I have real world experience as a school board member and an advisory budget committee member.  I have lobbied the NH House and Senate on a number of bills and have reviewed charter school applications for NH Department of Education.

I am a father of three daughters in the Pembroke School District.  My first priority is the best interests of our children and the fundamental rights of both parents in the court system.  They deserve nothing less.
